Building a Barndominium on Monroe County Ground
Barndominium builders in Bloomington deal with geology the Indianapolis suburbs don't. Bloomington sits where two of Indiana's landscape regions meet, the Norman Upland and the Mitchell Plain, on irregular limestone terrain with sinks, ravines, fissures, underground streams, springs and caves. The Indiana Geological and Water Survey describes the Mitchell Plateau as an area of relatively low relief pockmarked by sinkholes and underlain by extensive caves, where most streams disappear underground. The Norman Upland, by contrast, is steep-sided hills and valleys of silica-rich siltstone.
What karst means for a barndo
A sinkhole near a building pad or septic field is a real concern. Before design, we want to:
- Walk the land for depressions, sinks and springs
- Review a soil and site evaluation for the septic area
- Keep roof and driveway runoff away from sinks
- Set footings on competent ground, not fill over a void
Who issues the permit
The Monroe County Building Department enforces the adopted Indiana building codes throughout Monroe County. The county also has its own local ordinances, including the Monroe County Building Code (Chapters 430 and 432) and an unsafe building ordinance. The department is at 501 N. Morton St. in Bloomington, and it handles residential permitting. The office is open weekdays from 8 a.m. to 4 p.m., but permits can be picked up and paid for only from 9 to 11 a.m. and 1 to 3 p.m. The county lists the 2020 Indiana Residential Code, based on the 2018 IRC, as effective December 26, 2019.
Lakes, quarries and water supply
Monroe Lake, built by the U.S. Army Corps of Engineers for flood control on Salt Creek, now supplies drinking water to the city and county through a treatment plant that can produce 30 million gallons a day. Lake Lemon, about 10 miles northeast, is a backup supply. Griffy Lake, built in 1924, was Bloomington's main water source until 1954. Limestone has been quarried in the county since 1826, and abandoned quarries are now cliff-lined lakes. If your land is near a quarry edge or a reservoir, setbacks and slope stability go on the checklist.
The terrain
Monroe County is mostly low rolling hills, with the east side cut by drainages and gullies leading toward Griffy Lake. The county's high point, McGuire Benchmark northwest of Bloomington, is 994 feet. Drainage splits between the West Fork of the White River to the north and the East Fork to the south, mainly through Salt Creek. Driveways, culverts and building pads on this ground take more site work than on a flat till plain.
Lighter frost, same wind
The 2020 Indiana Residential Code lists Monroe County at a 24-inch minimum footing depth, shallower than the 30 inches required in Marion, Hamilton, Johnson and Morgan counties. Ground snow is 20 psf and design wind is 115 mph. Monroe County is also listed in seismic design category C, a step above the category B listed for Morgan and Johnson counties, with a 9 F winter design temperature, so bracing and connections on a tall clear-span frame get extra attention. Bloomington averages 17.5 inches of snow and 49.38 inches of precipitation a year, with a record low of -21 F and a record high of 110 F. The National Weather Service lists 22 tornadoes in Monroe County from 1950 through 2025, including an F3 at Ellettsville in 2002, an EF3 at Stinesville in 2023 and an EF2 near Elwren on May 16, 2025. The record shows 10 injuries and no deaths over that span.
City or county land
Bloomington itself is almost entirely urban, home to Indiana University's flagship campus. In Monroe County overall, 21.2 percent of residents lived in rural areas in 2020. That rural share, plus I-69 access since 2015, means there is acreage outside the city with room for a home and a shop.
