Rural Land Around a Big City

Barndominium builders in South Bend start from an unusual fact: St. Joseph County is about 90 percent urban, with only 10 percent of residents counted as rural in 2020. South Bend itself, the county seat, had 103,453 people that year and anchors a metro area of more than 324,000. So the land for a barndominium is mostly south and west of the city and around the small towns. That is also where two very different watersheds meet. South Bend sits on the continental divide; the St. Joseph River bends through downtown and flows northwest to Lake Michigan, while the Kankakee River begins about five miles southwest of the city.

The old marsh to the southwest

Before the late 1800s the Kankakee flowed through the Grand Kankakee Marsh, a wetland of about 5,300 square miles that Wikipedia calls one of the largest in the United States. Ditching began in 1858, most of the marsh was drained by 1910, and the channelized river became especially prone to flooding. Only about one percent of the original marsh remains. For a landowner, that history shows up as:

  • Flat fields that rely on ditches and tile to stay dry
  • Pockets of organic soil where the marsh once stood. The USDA's Houghton muck, for one, is very poorly drained with a water table near the surface for much of the year
  • Regulated drains and ditch crossings that need county approval before a driveway goes in

The St. Joseph County Surveyor's office handles ditch crossing permits and petitions for regulated drains, and the county Public Works department handles driveway and utility permits.

The till ground elsewhere

Not all county land is old marsh. The USDA's Crosier soil series has its official type location in St. Joseph County, near Woodland. Crosier formed in loamy till on swells of Wisconsinan-age till plains and moraines. It is somewhat poorly drained, with an intermittent perched water table only about 6 to 18 inches down in normal years, and it is moderately deep to dense till. On ground like that we raise the pad, run perimeter drain tile, carry downspouts well away and expect the health department's soil review to steer the septic design.

Who issues the permits

The county's Building Department, at the County-City Building in downtown South Bend, says it serves all properties within the City of South Bend and properties with a five-digit address in St. Joseph County. Zoning is a separate step. County Planning and Zoning, along with the Area Plan Commission and Area Board of Zoning Appeals, posts zoning ordinances for the county and for the towns of Lakeville, New Carlisle, North Liberty, Osceola and Roseland. Septic systems, well drilling and wellhead protection, and property transfers are handled by the Environmental Health division of the St. Joseph County Health Department, on the 8th floor of the same building. Statewide, home septic systems fall under 410 IAC 6-8.3, and sewer connection is required where a sanitary sewer is reasonably close.

Lake-effect winters

South Bend's climate is moderated by Lake Michigan, roughly 20 miles away, which also delivers lake-effect snow. The city averages about 64.5 inches of snow a year, with January usually the snowiest month, plus about 39.2 inches of precipitation and some 42 thunderstorm days. Records run from 109 F to -22 F. The 2020 Indiana Residential Code table lists St. Joseph County at:

  • 30 psf ground snow load
  • 115 mph design wind speed
  • 36-inch minimum footing depth
  • 1 F winter design temperature, with ice barrier underlayment required

That is the baseline for every roof, frame and foundation we design in the county. For a metal building, those cold-weather numbers also make the insulation plan a structural concern, because condensation on cold steel eventually rots what is behind it.

Steel or post-frame?

Both work here. A steel frame on a slab gives wide clear spans for a large shop. Post-frame (wood) is popular for a cozier living layout and is easy to insulate thoroughly. The choice often comes down to the shop's span and door sizes, how you want the interior finished, and what the lender's appraiser can find for comparable sales. We go through those trade-offs with you before a design is locked.

South Bend Questions

Does the St. Joseph County Building Department cover my rural address?

The department says it serves all South Bend properties and properties with a five-digit address in the county. Zoning goes through County Planning and Zoning, and a few towns have their own ordinances, so we confirm both for your parcel.

My field is flat and drained by ditches. Can I build there?

Usually, with care. Much of the land southwest of South Bend was once marsh. We check for organic soils, set the pad high and coordinate any ditch crossing with the county Surveyor.

Where do I apply for a septic permit near South Bend?

The St. Joseph County Health Department's Environmental Health division, at the County-City Building in South Bend, handles septic systems and wells.

How does lake-effect snow change the design?

It mainly affects the roof: the code's 30 psf ground snow load, plus drift where roofs step. It also makes ice barrier underlayment and a tight insulation plan standard.
