Lake Lot or Farm Parcel? Two Different Barndominium Projects
Barndominium builders in Warsaw face a choice most Indiana towns never offer: build near the water or out on the farm ground between the lakes. Warsaw is the county seat of Kosciusko County and its only incorporated city. Pike Lake, Hidden Lake and Center Lake sit on the north side of town, Winona Lake lies to the southeast, and the Tippecanoe River runs through the west part of the city. The county as a whole lists 35 named lakes, Lake Wawasee among them, which Wikipedia describes as the largest natural lake wholly inside Indiana at about 3,000 acres. Both kinds of parcel can carry a house-and-shop building. They just ask different questions.
The farm-ground version
Kosciusko County splits almost evenly between town and country: 48.4 percent of residents lived in rural areas at the 2020 census. The county describes its terrain as low rolling hills dotted with lakes and drainages, topping out at 1,025 feet on a hill northeast of Dewart Lake. On a rural parcel, the work list usually looks like this:
- A driveway entrance, which goes through the county Highway department (it handles driveway permits and culverts)
- A septic system and well, permitted through the Kosciusko County Health Department
- An Improvement Location Permit and zoning review through the Area Plan Commission
- Field drainage, since the county Surveyor manages regulated drains and a Drainage Board meets on drain issues
The lake-lot version
Near the water, the questions shift. Lake parcels tend to be smaller and lower, so pad elevation, flood zone status and septic setbacks get close attention before any design is final. The Kosciusko County Area Plan Commission handles flood control along with planning, zoning and permitting for unincorporated areas and for several towns, including Syracuse, Milford and Silver Lake, and it posts flood plain information. Low pockets between the lakes can also hold organic soils. The USDA describes the Houghton series, a muck more than 51 inches deep that is very poorly drained and of large extent in Indiana, found in closed depressions on moraines, outwash plains and lake plains. If a soil boring finds muck under your pad, it has to come out or be bridged by the foundation design. We would rather know that before the slab is poured.
Who signs off on what
Inside Warsaw city limits, the City Building section posts its adopted codes, which include the 2020 Indiana Residential Code: the 2018 International Residential Code with Indiana amendments, effective December 20, 2020. Outside the city, the Area Plan Commission is the starting point. Septic and well permits belong to the county Health Department, which also handles inspections. Indiana's statewide rule for home septic systems is 410 IAC 6-8.3, and where a sanitary sewer is reasonably close the state program prohibits a new onsite system, so lots on the edge of town may be sewer lots.
Northern Indiana loads, in numbers
The county table in the 2020 Indiana Residential Code lists Kosciusko County at:
- 30 psf ground snow load
- 115 mph design wind speed
- 36 inches minimum footing depth below finished grade
- 1 F winter design temperature, with ice barrier underlayment required
- An air freezing index of 2000
For a post-frame barndominium it drives post embedment and footing pads. For a steel building on a slab it drives the frost wall or thickened edge design. The 30 psf snow figure feeds truss and purlin spacing, and it matters more on a big shop roof with a lower living-space roof drifting snow against it.
Weather from just up the road
The National Weather Service office that covers northern Indiana sits in Syracuse, in Kosciusko County itself, and posts snowfall reports, frost climatology and severe weather history for the region. Warsaw's climate normals list a record high of 111 F and a record low of -25 F, with about 40.5 inches of precipitation a year and May and June the wettest months. Wide swings like that are why insulation and air sealing in a metal shell are not optional. Closed-cell spray foam on the roof and walls, a planned vapor approach and HVAC sized for the real load keep condensation off the steel.
A growing county seat
Warsaw grew from 13,559 residents in 2010 to 15,804 in 2020, a 16.6 percent jump, and it calls itself the Orthopedic Capital of the World, with DePuy dating to 1895 and Zimmer and Biomet founded in town. A steady job base keeps demand for rural acreage within a short drive of the city. If you are comparing parcels, we can walk through what each one means for footings, drainage, septic and access before you buy.

Warsaw Questions
Can I build a barndominium on a lake lot near Warsaw?
Often, yes, but lake lots need a closer look at flood plain status, pad height and septic setbacks. Outside city limits the Kosciusko County Area Plan Commission handles flood control and zoning, so we start there.
Who issues the permit for a barndo outside Warsaw city limits?
For unincorporated Kosciusko County and towns like Syracuse, Milford and Silver Lake, the Area Plan Commission handles planning, zoning and permitting. Septic and well permits come from the county Health Department.
What if the soil test finds muck?
Deep organic soils such as Houghton muck are very poorly drained and are not good bearing material. The usual answers are to remove it and replace it with compacted fill or to change the foundation design. Either way, it is better found before purchase.
How deep do footings go in Kosciusko County?
The 2020 Indiana Residential Code table lists a 36-inch minimum from finished grade to the bottom of the footing. Engineered plans can call for more.
